Successful Projects of Note
Project: Voights Creek Hatchery Development. Total Construction Budget: 14 Million. Maximum Allowable Construction Cost (MACC): 12 Million.
Brief Scope of work: Demolish existing Voights Creek Fish Hatchery and construct a new Fish Hatchery on adjacent parcel of land. The project consisted of demolishing an existing hatchery water intake, hatchery building, asphalt rearing ponds, concrete rearing ponds, and hatchery water intake structure. Install new hatchery facility including, all utilities, new water intake structure, new concrete fish way (fish ladder), new concrete adult ponds, new concrete rearing ponds, water distribution tower, new hatchery building, new feed/storage building and new residence and pollution abatement pond.
Responsibilities to note as the Construction project manager: Developed and managed the project budget and MACC to ensure sufficient funds were appropriated to the project and expenditures were within the funding authority. Developed the critical path construction schedule to allow internal staff to review/approve prior to bid phase. Assisted in consultation with regulatory agencies (USFW/ACOE/Ecology/County/WDFW/DAHP/Native American Tribes). Reviewed technical regulatory documents, such as Biological Opinions, Environmental Assessments and Geotechnical reports. Developed contract documents such as Construction drawings and Specifications. Applied for commercial building permits through the County and established working relationships with the building official and inspectors. Solicited public works bids for the project. Evaluated the bids of contractors, including reference checks, and recommended award to the lowest responsible bidder. Implemented the contract including pre-construction activities, execution of the project, substantial completion, and project closeout. Reviewed and approved contractor’s critical path schedule to ensure timelines were acceptable to the original schedule I developed to ensure hatchery operations were not interrupted. Scheduled standing weekly meetings on site with the contractor and their sub-contractors. At a minimum the contractor’s critical path schedule was discussed as well as upcoming activities for the next two weeks. Reviewed contractors monthly pay requests for accuracy, and processed payments accordingly. Reviewed contractor’s product submittals to ensure they met the contract requirements. Reviewed and responded to contractor’s Request for Information (RFI). Reviewed and approved/denied contractor change order requests. Established construction services contracts for construction support. Three contracts/services established were; Design Engineer, Structural Engineer and a Geotechnical Engineer. On site presence and inspection performed almost daily for the entire life of the project. Performed QA/QC inspections of civil, structural, mechanical and electrical work performed. Documented non-conforming work and discussed with the contractor. Wrote Inspectors Daily Reports of what work was done each day and the activities of the contractor.
This project was a success and completed on schedule, under budget and well below the change order contingency of 10%.
Project: Hupp Springs Hatchery Adult Ponds and Pollution Abatement Pond. Total Construction Budget: 2 Million. Maximum Allowable Construction Cost (MACC): 1.6 Million.
Brief Scope of work: Demolish existing earthen adult ponds, clear additional area adjacent to adult ponds to construct a new pollution abatement pond, install new concrete adult ponds, install a new concrete pollution abatement pond including, all utilities, new water intake pipeline.

Project: FEMA Public Assistance Disasters. Successfully managed and completed projects for multiple Federally Declared Disasters. In total an estimated 25 Million Dollars in projects managed from 2009-2021. Projects ranged from debris removal, emergency protective measures, roads/bridges, facility repair/renovation, boat ramps, stock and elk fence repair/replacement, public access areas and structural repairs/renovations. Approximately 300 projects were identified and completed for all disasters combined. Each project required extensive documentation which consisted of developing a scope of work, construction estimates, permit development and compliance, tracking project budgets and soliciting bids for contractors to perform the work. Extensive coordination with stakeholders was critical in the implementation and delivery of each project. Completed site inspections for each project which included writing inspection reports for activities performed are in accordance with the contract documents. Acted as the owner's representative for each disaster which included extensive coordination with the Federal Emergency Management Agency (FEMA) and the Washington Department of Emergency Management Division (EMD) to ensure the scope of work and regulatory requirements are performed per the approved documents.
